Strategy. What buffs they go into battle with. How they're expending their resources. What gear they need. What spells they cast. How effective said spells are. This, and much more.

Now things make more since. Especially if they have prior knowledge of what they were fighting thy already know what to bring and what to do...
So would that battle against the dragon be harder if they didn't know what kind of dragon it was or what it could do?

Department 7 are pretty much always for taking care of people who've seen too much. However, because that means they can be anywhere fast, they're rapid response in case more wands are needed at a scene.
As for healing mages, that'd be 3, probably.
For the scale of things, we're talking high level mages. But remember this. An average human is no contest for even a CR 1/2 orc, to say nothing of even the lowest imp from the hellish planes. Low level mages have their place here, but it's most likely going to be grunt work - recharging wands, keeping the scrying going, curing disease and poison so the real medics can keep their Cures open.
A high level caster is apocalyptically strong. An entire squad is usually only called in to deal with an epic level squad, so a mage usually operates independently of their squad for most of the day.
Any fight depends on intel. This is true in normal D&D, and especially so in modern era special ops D&D. Not knowing what you're fighting is going to end poorly. If you buff against fire and pack Forcecage grenades, you'll feel a bit of a prick when it spits ice and teleports, for example.

Wizards, and by association mages in general, usually have a lot of power by mid-levels. As in, the power to take out entire city blocks. High level mages can be, and often are, walking walking apocalypses.
