Indeed, the entire range isn't out yet so make rules when the whole dwarf range comes out?

Update: I've fixed the rules up, sorted out the layout of the army "books", written about 16kb more stuff (which in plaintext, is a lot), and completed the elf army list.

Okay, I'm up to 304kb of plain text rules, encompassing missions, deployment, force organisation (of which there is little). Each army also has a chariot, a dragon and at least 1 war machine, the elves have been finished and mathematically balanced (as in, both armies are equally likely to win). I've also added The Forgotten, which are pretty much chaos.
I've also added spell critical successes, fixed the to hit rolls - a skill 1 now hits a skill 3 on a 5+, not a 6+, and a 3 no longer auto-hits a skill 1. Damage system has been sorted so all rolls can be made together, and only the attacker need roll.
The army books have been laid out right, with special rules at the top, followed by army-specific special rules, followed by spells and then weapons. Only then does the army list appear. It has been split into Command, Standard, Specialist, War Machine and Mount sections, with the correct units appearing there. Most units now have options, such as Spearmen opting to take a bow (as the sea guard), skeletons picking up a shield, and Command choices have a choice of weapons.
The entire rule-set currently numbers around 6000 words, and 24 pages (it's quite spread out, but simple). I've pretty much finished the undead and elves, and put reason behind it. The elves fare very well against undead with heroes, while they have expensive, but good basic infantry. The undead do well against any other race, and have cheap, rather bad basic infantry. However, they're about half the cost. The forgotten are somewhere in between, and do very well against elves, while being weak against undead. Of course, it's more than possible to win as and against any of the armies.
It's still focused on leaders, with even the worst leader being capable of engaging a whole squad by themselves. But, they're still damn expensive, costing around 50 points with upgrades, on average, usually more.
